Electronic Filing Mandate and New Sales Tax Form ELECTRONIC FILING MANDATE: In accordance with changes signed into law in June of 2022, a larger business registrant will be required to use electronic means to file returns and remit taxes to the State of Rhode Island for tax periods beginning on or after January 1, 2023. NEW SALES TAX FORM: Starting with the return for the period ending January 2023 [filed in February 2023], monthly and quarterly Sales and Use Tax filers will begin using the RI Division of Taxation's new sales form - Form RI-STR. Frequently Asked Questions Who should use the RI Tax Portal? Any taxpayer who files and pays taxes with the Rhode Island Division of Taxation. All tax types are available to be filed and paid with the exception of personal income tax and corporate income tax. How do I sign up? To gain access to the Portal you will need to register as a user and link your Portal account with Taxation. To protect your data, you will need a Personal Identification Number (PIN) to link your account. If you are interested in using the Portal and have not already received a PIN letter in the mail, you may request a PIN by contacting the Rhode Island Division of Taxation via phone 401.574.8484 or email taxportal@tax.ri.gov. Once the request is received, a PIN will be mailed to the address on record with the Division. What payment methods are accepted on the RI Tax Portal? ACH Debit payments are currently the only accepted method of payment. Do I have to create a new user account if I previously had an account on the RI.gov website? Yes, the Portal will require a new user account be created. Can I submit a bulk File? Yes, a bulk file can be submitted solely for the Form RI-941.
